Phonetic rules são aquelas based no sound, e não na grafia. Elas servem para tornar a fala more comfortable.
Say ‘A artist‘. Viu como dá aquela trancadinha na garganta? Agora say ‘AN artist’. Sentiu como fica mas macio to speak?
Portanto não adianta ver se a first letter da palavra em questão é vowel or consonant: it’s necessary avaliar the sound da first letter, e sentir se ela tranca na garganta.
